Eligibility |
Hong Kong youth participating in the exchange project must:
(a) Be aged between 18 and 35 years old on the day of departure.
(b) Hold a valid Hong Kong Permanent Resident ID or
(ii) Hold a valid Hong Kong Resident ID and be enrolled in a full-time course in Hong Kong, and
(c) Not have participated in any other international exchange projects under this funding program in the current year

The Youth Development Bureau’s International Exchange Fund subsidizes 2/3 of the trip cost. Selected participants will need to pay approximately *$8,500 (about 1/3 of the trip cost). A **“Subsidy Pilot Program for Underprivileged Youth” is available for eligible students. (Note: Departure dates and trip fees may be adjusted, subject to the organizer’s final decision) |

** 2025-26 Youth Development Bureau International Youth Exchange Funding Program “Subsidy Pilot Program for Underprivileged Youth” (a) (a) The purpose is to further support underprivileged youth in participating in exchange projects funded under the “Youth Development Bureau International Youth Exchange Funding Program.” The Home Affairs and Youth Affairs Bureau (Youth Development Bureau) has launched the “Subsidy Pilot Program for Underprivileged Youth” to provide additional funding to economically disadvantaged youth, ensuring that young people from different backgrounds can benefit from the exchange program. (b) Eligible participants must meet the following conditions: (i) Youth receiving Comprehensive Social Security Assistance (CSSA); or (ii) Students receiving full funding under the “School Textbook Assistance Scheme” or full tuition funding under income-assessed funding programs by the Student Financial Assistance Agency. (c) Coverage of Exchange Projects: Participants must pay for international exchange projects costing over HKD 3,000. (d) Funding Amount: For projects where participants’ costs exceed HKD 3,000, the remaining amount will be covered by additional funding provided by the Youth Development Bureau to eligible participants. |
